As an OLM vendor, I would like to configure the OLM features that I would like to release as enabled by default to my customers, so that I can have better control of what gets shipped and is supported. 

A/C:

 - OLM features can be toggled at runtime via configuration
 - Unless a feature is GA'ed it should be off by default
 - Downstream can have its own feature gate configuration that might be different than the upstream
 - Respects internal feature gating guidelines
