Create a gha to recreate the e2e test images on a weekly cadence

Context:
 - e2e relies an a whole bunch of catalog and bundle images hosted on quay.io (both olmtest and operator-framework orgs)

 - if these images go stale, they can break e2e

A/C:

 - gha created and executed on a weekly cadence
 - team gets github notifications on Slack when the pipeline breaks
