Add downstream only system runtime constraints provider adn test

I've already made the downstream changes here - we need to bring over {}only{} the downstream and downstream-test .go files. We still need e2e tests. We should look at the  MagicCatalog for help ^^

A/C:

 - OCP specific system constraint provider merged downstream
 - e2e tests (OCP specific)
 - unit tests offer sufficient coverage
