As an openshift administrator, I don't want copied csvs to cause my control plane to consume a ton of resources. I want to disable this functionality when appropriate so that I can get metadata about what operators are installed from the operator API which provides a subset of the same information.

AC:

A toggle is implemented that can enable or disable copied csv behavior in OLM

When the toggle is disabled, existing copied csvs on cluster are deleted and then readded when it is enabled

An enhancement proposal is written that describes how this toggle will work as well as our intention to disable it in a future release and eventually remove the toggle to completely remove this behavior.
