Custom catalogs must run on the guest cluster, but be reachable from the packageserver, catalog operator, and olm operator running in the control plane namespace on the host cluster.

Evan previous had this working through some vpn proxy+dns magic(if i recall correctly) but that had to be disabled by the hypershift team for $reasons(related to networking presumably)

We need to find a new way to enable this functionality with the conversion to konnectivity
