The API and Operator-Registry have explicit references to v1beta1 CRDs. Remove those references and remove any explicit validation tests for them.  Instead of explicitly removing references, we will keep them in place to allow users on older clusters to continue building bundles. A warning will be issued for users adding a v1beta1 CRD to a bundle via opm, stating that this API will eventually be deprecated in opm. 

In addition, ensure that the registry does not explicitly block arbitrary objects of these versions from being included in a bundle.

Additionally, bump these components to the latest 1.22 alpha release
