Update the operator registry to use kubernetes 1.22 dependencies. Ensure that bundles cannot be added to a registry if they contain manifests of APIs that have been removed.

Removed the second acceptance criteria because the registry needs to support multiple cluster versions with the current state of tooling in the redhat pipelines.
