User Story:

As a single-node openshift user, I want to be able to:

• set the topology mode to single node

so that

• I can configure the package-server to start with only one instance

Acceptance Criteria:

Description of criteria:

• One pod when singlenode
• Two pods when not singlenode
• The SNO test that omits packageserver from the test should be removed.
