OLM doesn't install operators on incompatible OpenShift versions

      User Story:

      As an operator author using OLM to manage the lifecycle of my operator, I want OLM to prevent installations of my operators on OpenShift Clusters whose versions are greater the `maxOpenShiftVersion` defined by my operator.

       

      Acceptance Criteria:

      • When on a 4.X cluster, OLM's dependency resolver will not install operators that include the following annotation where `Y`is less than `X`:
        "operators.coreos.com/maxOpenShiftVersion" : "4.Y"
