As an OLM user, I want an Operator of the name specified by a component's operator label to be created if one doesn't already exist.

Acceptance Criteria

• An Operator resource is created for a component resource's operator label if one does not exist
• Only one Operator resource is created per unique operator label key, regardless of the number of components with a matching label
