Vendor dual stack api changes to CVO and CCO

      Once the api changes for dual stack VIPs merge, we need to re-vendor them into cluster-version-operator and cluster-config-operator so they get persisted down to MCO. This should be relatively simple, but it needs to be done before the MCO changes can be tested.
