As a customer using ovs based balance-slb, I want to have the ability to pin some VMs to specific NICs, even though the environment is configured to use a ovs balance-slb bond.

From customer request:

"In certain use cases it is desirable to create afinity between a VM NIC and the physical
NIC. On VMware this is accomplished by adjusting portgroups NIC Teaming and specifying which physical NIC’s are Active, Standby, or Unused by the Portgroup.

Specific afinity requirements, especially in the case of network function VM’s that peer
BGP with physical leaf switches make it necessary to pin the VM NIC to a specific physical
uplink and NOT allow it to failover to a secondary physical NIC."
