There is logic in the configure-ovs script related to the overlay directory we used for ephemeral network configuration. Since we're now removing that, the logic is a noop and should be cleaned up from the script. Note that this is lower priority than the actual change to remove ephemeral networking because it's mostly a code hygiene issue, not a functional one.
