This is a followup to https://issues.redhat.com/browse/OPNET-189 . We expect the design work for this feature to take at least an entire release. This epic will either track the enhancement process that comes out of the initial R&D work or the actual implementation of the enhancement if we are able to write one as part of the R&D epic.

Update: The SLB work prevented us from completing the enhancement during the R&D cycle, so this epic will now likely track the enhancement only.
