Before we chase an API design and do a bunch of other work, let's validate that this architecture even makes sense by hacking some changes into the related projects and confirm that it's even possible to deploy a cluster this way. As an added bonus, once this is done we should have a pretty complete list of places that need to be touched as part of this work.
