Runtime image missing tar and rsync, breaks "oc rsync"

      `rsync` and `tar` disappeared from server image after it was rebased onto a new OpenJDK runtime image. As a result it's not possible to use `oc rsync` command to copy files to and from the running server.

      $ oc rsync ./scripts/ example-infinispan-0:/opt/infinispan
WARNING: cannot use rsync: rsync not available in container
WARNING: cannot use tar: tar not available in container
error: No available strategies to copy.
