Explore building images with IBM CE semeru rpms

I'm using this ticket to track possible issues when using CE semeru rpms to build images.

Note: this trial is only for openj9 11 s2i image as of Feb 3, 2022. The semeru ce module is created at openjdk image repo and could be exported to other cct_module easily.
