In some situations, for example in OpenShift (sometimes at least), OpenJDK can determine an unusual choice for default charset, e.g. US-ASCII. A sensible default would probably be UTF-8. We should probably define ENV LANG=C.UTF-8 in all ubi8-based images. A customer could override this if they wanted.
