migrate away from osbs-built base images

      The OSBS-built UBI base images are provided by RHEL to offer us continued Freshmaker support for CVE management. The OSBS-built images will stop being updated EOY 2025. We need to migrate off, back to the normal UBI images, and manage CVE notifications using an alternative to Freshmaker.
