The Dockerfile we created to assemble the final output of the jlink workflow should be converted into an OpenShift template (docker build strategy) to combine with those from phase 1 and 2.

For testing purposes it's really useful to have the Dockerfile be external. Is that still possible if we provide an OpenShift template, or does it have to be embedded? Or could it be mechanically extracted for testing/dev purposes?
