We should split the current 2-stage workflow into a 3-stage build, with the following stages

1. Pre-stage that installs the jmods RPM
2. Second stage that checks for the jmods rpm, failing if it isn't there, then performs the analysis
3. Third stage that cherry picks the jlinked jre into the ubi micro image
