Description
We need to downstream the ansible operator plugin to allow existing customers to use the latest and greatest external plugin. Can use the catalogd downstream repo as a template for a lot of this.

Acceptance Criteria

• Configure downstream CI
  • ensure repo is added to openshift/release for CI
• Configure downstream builds to ART requirements
  • start with a test image that isn't the real one and progressively build towards publishing real image on successful tests (coordinate with ART on how to do this)
  • ensure image building configured in openshift-eng/ocp-build-data/images/openshift-enterprise-ansible-operator.yml is pointing to new downstream repo
• Create downstream owners file, hookup prow, minimum e2e tests (AWS, GCP)
