Update ansible-core to 2.15 and ansible-runner to 2.3 in the ansible operator base image.

Make sure to do this work on a feature branch to avoid breaking main.

Acceptance Criteria:

• Ensure ansible-core is on 2.15 and ansible-runner is on 2.3 in the base image
• Base image also contains all necessary dependencies of the above ansible versions
• Clean up preview image
  • Delete relevant code and image
