Update ansible-core to 2.15 and ansible-runner to 2.3 in the ansible operator base image. We'll also need to update to python 3.9+ to use this version of ansible.

Acceptance Criteria:

• Ensure ansible-core is on 2.15 and ansible-runner is on 2.3 in the base image
• Ensure python 3.9+ (ideally 3.11 if there are no breaking changes)
• Base image also contains all necessary dependencies of the above ansible versions
• Clean up preview image
  • Delete relevant code and image
