Epic Goal

 catalogD so far has been using CRDs to expose the content of FBC in a container image, as opposed to the aggregated api service as outlined in the design doc

The goal of this epic is to fix the way the content is exposed, and also consolidate the child resources (Package/BundleMetadata) that are created by catalogD on addition of a Catalog to the cluster to a more generic resource that takes advantage of the FBC format.
