Goal: 

The goal of this ticket is to clean up the makefile, to ensure the correct targets exists that are in line with the targets being used in other OLM v1 projects, to achieve the goal of "Makefile consistency".

Note: The images built in the prototype in the Makefile targets are stored in a private registry. Once the images are bootstrapped in a common registry as part of OPECO-2755, Makefile targets also need to be updated. 

AC: 

A PR is merged into the repo that cleans up the Makefile, and ensures the project can be bootstrapped correctly using Makefile targets.

• Ensure that Makefile targets are consistent with RukPak and Deppy wrt naming and tools used
  • Joe's project template can also be used as an ideation starting point: https://github.com/joelanford/project-template
  • There may be some differences in actual test scaffolding implementation because this project has both a controller and custom api server
  • Test scaffolding could just be test targets that just echo "Not implemented"
