As part of fixing the bug in OCPBUGS-4816 we need to update the operator-framework/api dependency version in operator-framework/operator-sdk to be pointing to operator-framework/api@f1b729684854a053f229464eb327527222188fd1

We will also need to create a new upstream patch release that includes this dependency bump and then sync it downstream.

• Downstream synced to contain patch release (4.13/master)
  • Downstream already synced with v1.27.0 which contains this fix so the patch release will no longer need to be downstreamed
