Investigate where the external validators should live. We will be writing validators that ultimately will need to be hosted somewhere. There are a series of questions we'd like to know more about them.:

• Where should the validators live?
• Are these for internal use only and should live in an openshift repo?
• Are these useful to the community as well and therefore be in an operator-framework repo?

Acceptance criteria:

• A document of some sort with all of the questions answered
• The same document also outlining a possible plan for whereever they need to live.
• Also stories for this epic (if there are any) from the above document
