currently there is no good way for a user to trigger reconciliation based on the metrics of its operands (required for level 5). We should add some way, ideally through configuration in the watches.yaml, to automatically reconcile based on metrics/alerts. At the very least we could add a webhook that can be called to trigger reconciliation for a specific resource, so that an alert could be configured to call that webhook. Output of this task should be a POC where an ansible-based operator reconciles a resource based on metrics, and a set of stories to finish this feature out.
