      Operator SDK scaffolds out project with library-go and c-r.

      Why is this important?

      Library Go has been a required dependency and needs to be further defined for end users.

      Acceptance Criteria

      • Operator SDK users can opt-in to scaffold out Operator projects using library-go for APIs specifically for OCP (or at least only useful under OCP context).
