When upgrading from 4.11 -> 4.12 there will be an admin ack required (i.e. manual intervention) as described here https://access.redhat.com/articles/6955381

If this ack isn't applied then the upgrade will never start. This is something we should apply in the sonobuoy plugin for opct.
