As an OpenShift Engineer I want disable CI periodic jobopct-main-4.19-platform-external-vsphere-upgrade so 4.20 is not ready for a healthy validation to be used in the OPCT baseline. This would be ok to be be enabled after 4.19 feature freeze cycle.
