Goal:

• Create optional presbumit job to be triggered by OpenShift Prow infrastructure to test PRs to get confidence in the changes

OPCT Plugins is not integrated with OpenShift CI Prow, the scope is:

• Integrate Plugins to Prow
• Introduce presubmit job to allow to test an execution of a build plugin - already created in the same workflow
