Create a final report for the latest executions of OCI VMs.

Content, from thread[1]:

• "cover all the key areas include the recent LB topic along with upgrades."
• "so one approach is to just create category and summarize it with a pass/fail not unlike what ODF+LSO test suite does"
• "something not too heavy as we need this to scale and be repeatable."

The report could use the existing template for OPCT on VCSP[2] - with some cleanups.
