Goal:

• Investigate if we can use internal image-registry endpoint when the route is exposed through the router.

Description: 

In OPCT-265 we added support of opct to support image-registry when it is exposed by a route to address a partner deployment, although, for performance reasons we don't want to extract the utilities from the internal registry using the ingress.

The long-term solution is needed.
