The openshift-tests plugin should support running in different namespace than the default  [sonobuoy], so the CLI can customize the execution and the plugin could detect it to be used internally when need to interact with aggregator or waiting for other plugins to start.

Components impacted:

• runner / wait-plugin: it need to talk with apiserver/kubectl to wait-for dependent pods be started
• runner && report progress / aggregator status scrapper : both runner and report progress depends on the status collector that make queries on the aggregator to check the current state of blocker
