We decided to use openshift-tests utility shipped with the target cluster, the utility lives on the image-stream 

Goal:

• extract the utility when the plugin starts, initial stage
• remove the openshift-tests utility from the plugin container image

We need to make sure:

• it will not impact on the total execution time
• we could run it in parallel of plugin blocker
• need to make sure the upstream feature (ordered execution) will not impact on the total time of this implementation
