[opct][ci] Create periodic execution for integrated tests

Create a periodic cluster (initially nightly, but can be weekly) running the latest version of OPCT in the current OCP release.

Goal:

• Collect more data (result archive) about the execution from existing integrated platforms
• improve the OPCT integrated tests (CLI + Plugins + archive)
• Build data archive files to be able to extract insights from the results, understand flakes, etc., and help on the e2e refinement rules

We are using Github Actions to run unit tests for Plugins and CLI, we can use the same approach to build the cluster and run that integrated tests.
