This would allow rebuilding OKD on plain k8s clusters and make use of upcoming Build API v2.

AC:

• Evaluated shipwright and how it works with Tekton
• Evaluated kaniko vs buildah as the "building engines" for the payload
• Any concern about not using the openshift builds is resolved (e.g., some labeling that could be needed by the release tools)
• Multi-arch issues are considered for any of the above tools
