Tekton pipelines provide us with a way to build a customized OKD payload. In order to help with testing PRs to https://github.com/openshift/api we need a pipeline, which would automatically rebuild components which import openshift/api and rebuild them.

TODO:

• Prepare a tekton task to automatically replace openshift/api in go.mod of specified component
• Use a sample PR to openshift/api and build a payload with it
