Tekton pipelines provide us with a way to build a customized OKD payload. In order to help Cloud API team with testing techpreview features we should prepare a custom OKD payload:

• Forked CVO to allow upgrades with CustomNoUpgrade featureset (basically, ignore Upgradable=False in all operators)
• Autoenable Cluster API (PR)
• Autoenable external cloud providers (PR)
• Experiment with adding a new ClusterAPI provider (i.e. AWS workers on GCP cluster)
