Ideally, we would get a tekton pipeline that is able to build the okd payload so that users can have their from-scratch build of okd.

Currently, the okd-centos9-rebuild repo is promising but is still using buildconfigs.

AC:

Evaluated shipwright and how it works with Tekton
Evaluated kaniko vs buildah as the "building engines" for the payload
Any concern about not using the openshift builds is resolved (e.g., some labeling that could be needed by the release tools)
Multi-arch issues are considered for any of the above tools
