As a developer I want a new build config to create the worker image and reuse this image on release pipeline

Acceptance Criteria:

• New build config to build the worker image currently being built on build-pipeline-worker-image task
• Removal of the build-pipeline-worker-image on release pipeline
• Reuse of worker image from a common source on okd-team project
