To prepare for DevConf.cz (Jun 16), the OKD team would like to do a POC building SCOS using layering.

Acceptance criteria:

• A PR for openshift/os to split the manifest for scos into an scos base, plus additional os-tree rpms for building a scos variant specific for okd
• A PR for okd-project/okd-coreos-pipeline to use a Containerfile that would illustrate what is needed.
• This spike is timeboxed, a brief summary of the findings of the spike , so that we can pursue this work at a later time if unfinished.
