Currently the ISV data (application definitions, getting started markdown, quick starts, and documentation resources) exist in yaml files that are checked into the odh-dashboard repo and installed/read locally. 

These yaml files should be installed separately by the operator so that they can be easily updated and new ISVs can be added without rereleasing and deploying the dashboard.
