When the cluster is in FIPS mode, the build chain for the Cuda enabled notebook images cannot succeed. This is because NVIDIA has seemingly stopped signing their cudnn packages starting with version 11.4. FIPS mode will not allow a package to be installed if it is not signed.

The toth-station build in the build chain performs a `dnf update` that fails because of this.
