When an image is built locally on the cluster with a BuildConfig, the associated Imagestream will not have a spec.tags entry because the image was pushed locally rather than fetched.

It appears as if with ODH 1.0.10, if there are any images labeled for jupyter that do not have a spec.tags entry, the launcher will throw 500 errors until the imagestream is removed.

This means that no custom images or cuda images will run with ODH for anyone running 1.0.10.
