NooBaaBucketLowCapacityState -> NooBaa_bucket_capacity more than 80%

It seems these values are hardcoded. The proposal is to be be able
to modify those values

Also related nfs-backingstore bucket goes down when usage reaches 70%
so we need an alert if the usage reaches that threshold
