Consolidated pod placement configuration for ODF components 

2. What is the nature and description of the request?

Customer is requesting the ability to have a single CRD (either new or existing) for configuration of all pod placement/scheduling inside the openshift-storage namespace.

The customer wishes to simplify the management pod placement across all new and existing clusters.
