Quality and automation work for 4.20. This includes QE work related to the console and pipeline/console-plugin repo

Acceptance criteria:

1. Merge perspective-related tests should be part of e2e tests. As part of this, we will cover automation of enabling perspective through UI, Software catalog access through Admin perspective
2. Pipeline plugin tests should be automated and part of CI. As part of this, we will cover automation and the addition of pipeline files in the pipeline plugin repository
3. Automation enhancements in the console repo. As part of this, we will cover the form view in knative and topology packages to be part of CI
4. Keep the CI in a healthy state. We will improve test working(reducing flakes) in the 4.20 and backport versions.
